In addition to the downtown complex, a part of the bond program was a detention facility outside the city limits. The detention facilities project, at the Del Valle Correctional Complex, consisted of multiple new buildings within an existing detention facility campus. The new construction included a new kitchen and cafeteria for the inmates, new medical facilities, and new visitation areas
The Blackwell-Thurman Criminal Justice Center and the Del Valle Correctional Complex projects were Substantially Complete in the year 2000.
The total program cost was budgeted at $92 million in 1999. The entire program completed in October 2001 under budget.
Both budget and schedule objectives were met based on HS&A's original projections to the County.
