HS&A was the Program Manager for the Travis County Criminal Justice Facilities Program. HS&A was hired by the County, after the program was already two and half years behind schedule and $25 million over budget, to lead the project team to completion of the Blackwell-Thurman Criminal Justice Center and the related new construction and renovation projects that compose the entire Criminal Justice Facilities Program.
Construction of the Criminal Justice Center began in April 1997 and was originally scheduled for completion in August 1999. HS&A was approached by Travis County in June 1999 to assess the status of the project and provide solutions to the many challenges the project was facing. The total program comprised over 460,000 square feet of new construction and renovation work.
The Criminal Justice Center, located in downtown Austin, is a 10-story facility with a dozen new courtrooms, office space for the district attorney, and the County's central booking area. When the County occupied this new building, renovations began on the adjacent 60,000 square foot Courthouse Annex.
